One of the mandatory requirements of the current Environmental Code of the Republic of Kazakhstan is to obtain comprehensive environmental permits by enterprises of I category. The distinguishing feature of integrated environmental permits from conventional environmental impact permits is the standardisation on the basis of technical unit standards, direct action of the best available techniques guides. The term "Best Available Technique" or BAT includes the following:
• The best is the technique or technology that maximises environmental protection and conserves resources (raw materials, water, energy).
• Available is an economically feasible and non-unique technology already implemented in the industry.
• Technique is not only production technology, but also various technical and non-technical methods (eco- and energy management, management systems). It is mandatory for new enterprises to apply the principles of best available techniques and to obtain comprehensive environmental permits with commissioning. For the transition of existing enterprises to the best available techniques it is envisaged to develop an "Environmental Efficiency Programme", the implementation period of which should not exceed 10 years. The incentive for enterprises to switch to comprehensive environmental permits is exemption from payments for emissions into the environment.
